If no Maintenance/Test circuit pack exists, an outgoing test call over a trunk-side
ISDN-BRI facility is established over a high-speed data channel on the Network
Control (NETCON) circuit pack (DATA-BD).

Only one trunk can be tested in a given port network, until the test call is
canceled or completes.
