When the stateful-client configuration is added
to the node, it will close all existing PCEP peer
connections, and add the stateful capabilities
TLV to the OPEN object it exchanges during
the PCEP session establishment.
When the stateful-client configuration is
removed from the node, it will delete all PCE
instantiated tunnels, close all existing PCEP
connections, and no longer add the stateful
capabilities TLV to the OPEN object it
exchanges during the PCEP session
establishment.
