Requirements:
The Government of Malaysia
required a Government
Multipurpose Card (GMPC). This
smart card will support multiple
government and payment
applications and provide a
convenient platform for future
applications.
Solution:

Regional data is transferred from
various government agencies to a
centralized platform.

The multi-application GMPC is
personalized on the Datacard®
9000 Series card personalization
system.

The Datacard® Card System
Manager (CSM) 2000 provides a
centralized network solution for
managing their card issuance
operation.

A customized solution was
developed to integrate the front-
end customer systems to obtain
application information for card
personalization.

An inventory management
system tailored to meet the
business and operation needs of
the personalization center was
implemented.

A custom holographic with the
Malaysian national flower image
was developed as a registered
three-dimensional secure overlay
to prevent duplication.
The Competitive Edge:
Datacard-IDT provided technical and
management expertise in order to
define the application design and
development, hardware
customization and installation,
preparation of procedures and
documentation while conducting the
appropriate training courses. DCIDT
also provided consultancy to design
the Personalization Center and was
awarded the contract to operate the
Personalization Center during the
Pilot phase of the project
Malaysia is issuing the world’s
first government multi-
application smart cards;
Government Multipurpose Card
(GMPC). The project is one of
seven flagship applications
launched by the Malaysian
Government. The long-term
objectives of developing such
applications supports Malaysia's
goal to transform and establish
processes using the latest
cutting-edge technologies to
support the current technological
infrastructure and social system.
Multipurpose Card
The Malaysian GMPC entails
the development of a single
smart card that will support the
initial government and payment
applications and provide a
convenient platform for
additional applications in the
future. The preliminary
applications include the National
ID, driver license, immigration
and health information.
A payment application will be
developed in parallel to contain
the E-cash, debit card and ATM
card . Both cards are to be
developed based on a single
common technology platform to
enable later migration of all
applications onto a single card.

personalization systems and
support for the project. DCIDT
has unsurpassed experience in
serving customers providing
customized solutions to meet
diversified business needs to the
government.
Personalization Center
The personalization center
provides a secure environment
for the personalization of the
GMPC, together with data
integrity and storage of secure
consumables. The center
guarantees a production rate of
12,000 cards per day with a
seven working day timeframe
for the production of the first
two million cards.

center is equipped with many
Datacard
®
9000 Series centrally
managed by the Datacard
®
Card
System Manager (CSM) 2000 to
produce the GMPC.
DCIDT developed a customized
system that provides
handshaking activity with the
back office server and allows the
consolidation of personal data
for each application and controls
that only cards that have been
successfully personalized and
QC are packed and issued. The
system takes into consideration
remade and rejected cards,
separator cards and other
operational requirements. The
card management system is able
to track each GMPC card that
leaves the personalization enter
and provides total control for the
government issuer.
