Skilled worker defi nitions
The following definitions apply as electrically instructed, skilled or
competent people. Where in this manual an instructed, skilled or
competent person is referred to, it is intended that they meet the
description provided below for that definition.
Electrically instructed person
Person adequately advised or supervised by electrically skilled
persons to enable him or her to perceive risks and to avoid
hazards which electricity can create.
Electrically skilled person
Person with relevant education and experience to enable him or her
to perceive risks and to avoid hazards which electricity can create.
Skills of qualifi ed persons
A skilled person must possess the following:

Knowledge of the subject equipment and the hazards involved
with their application, use, administration and maintenance
•
Training and authorization to de-energise, clear, ground and tag
circuits and equipment in accordance with established safety
practices
•
Training in the proper care and use of personal protective equip-
ment such as rubber gloves, hard hat, safety glasses or face
shields. Arc-flashing clothing, etc. in accordance with estab-
lished safety practices
•
Trained to render first aid
•
Has received safety training to recognise and avoid the
hazards involved
•
The skills and knowledge pertaining to the construction and
operation of this equipment and its installation
Competent person
Person having appropriate training, skill, knowledge and experi-
ence to prevent danger or injury arising from work within the
scope of the Regulations.

It is assumed the combiner box user will follow standard safety
precautions for working in an electrical environment. For more
