timeout time in the case of test timeout, or 0 in the
case of a test failure (in milliseconds)

Test result values, including:

2: unknown: Unknown error.
3: internalError: System internal error
4: requestTimeOut: Request timed out
5: unknownDestinationAddress: Unknown

6: noRouteToTarget: Destination unreachable
7: interfaceInactiveToTarget: Interface to destination

8: arpFailure: ARP operation failed.
9: maxConcurrentLimitReached: Maximum limit of
concurrent accesses reached
