Notes:
The default transmitted mode is transparent mode.
In non-transparent transmission mode:
When running AT+CSCS="IRA", the MT will transfer the USSD string to GSM 7bit directly;
When running AT+CSCS="UCS2", the MT will encode every four characters of the USSD
string as hexadecimal.
In transparent transmission mode, the USSD string is not controlled by AT+CSCS. The MT
will transfer the USSD string to hexadecimal directly.
