Description:
Reads the response delay time value of a module.

Address of the responding module (00 to FF)

Two hexadecimal digits to represent the response
delay time value in milli-second, for example, 01
denotes 1ms and 1E denotes 30ms. The max
allowable value is 30 (1Eh).
There will be no response if the command syntax is incorrect,
there is a communication error, or there is no module with the
specified address.
