3.2 Safety instructions for assembly and use
–
Always perform a risk assessment, i.e. check whether another kind of equipment
might be safer than the platform ladder for the relevant job before setting up and
using the ladder (see DGUV Information 208-016). This risk assessment must take
into account the tools and procedures used, as well as the working environment, with
a view to implementing any measures necessary to remove hazards. The platform
ladder must only be used as an elevated working station in situations in which the
use of other, safer equipment cannot be justified on the grounds of the low level
of risk, brief period of use and structural conditions on site that are outside the
responsible person‘s control. The platform ladder must only be used for activities
for which this kind of ladder is designed.
–
The size of the platform ladder must be such as to allow the user to reach the
max. required working height from the platform without having to reach very high.
It is prohibited to use other equipment such as, e.g. stools and similar, on top
of the platform.
–
The platform ladder must be regularly inspected by an authorised, qualified
person to ensure it is in good condition. These ladder and step stool inspections
must be systematic and can be performed using a, e.g. checklist (appendix).
The intervals for this inspection depend on the operating conditions, which means
that platform ladders that are being consistently used and are (often) subject to
heavy duty use might have to be inspected on a daily basis. In addition to these
safety inspections, users must always check whether the ladder is suitable for the
relevant job before use.
–
Do not use the platform ladder if damaged. If damaged, the ladder must only be
provided for use again after it has been properly and professionally repaired and in-
spected, restored to its original level of stability and is safe to use. Platform ladders
that can no longer be repaired must be destroyed as quickly as possible, as experi-
ence has shown this to be the most effective method for removing them from use.
