This step mounts five (5) partitions on the off-line disk with read/write access, which causes the
generation of mount and unmount PRMs. For the 5E8 and later Software Releases it will also check
the ROOT database to make sure that all odd MHDs have a status of OOS. It will issue a warning
message if these disks are not OOS.
