In case the burner is currently off (due to reached set temperature, for
instance), but it is about to turn on and if there is a timer scheduled to turn it
off in 10 minutes or less, the burner will remain off, because otherwise the
extinguishing procedure may begin before the fire is stabilized.

If OD input activates during Ignition or Unfolding procedures, the
extinguishing procedure begins only after switching to any of the power
levels.
