Configuring the Heartbeat

At present time the default values are 1 ms and 3 packets. this makes our Bypass
Switch go to bypass mode in 3x1 ms=3ms if no Heartbeat packet is detected. If cus-
tomer equipment latency exceeds 3ms, then our Bypass Switch will go into bypass
mode before it detects first Heartbeat packet. Customers should change one or both
of the above default parameters to the higher number to avoid this behavior.
