This register can be used to set the stop speed.
When the fan speed is set to 0 rpm if the 0<Stop Speed<Max Speed, the fan decelerates gradually until the
Stop Speed value is reached and then the fan is let in free run.
Allowed values = [0, 20000]
Default value = 20000
