until the system is stable. Regardless of
which reference voltage method is used,
when the bus voltage is higher than the
reference voltage, the target frequency will
change to the upper output frequency limit;
when the bus voltage is lower than the
reference voltage, the target frequency will
change to the lower limit of the output
