Slide the Horizontal Seat Post(11) to the Post(9) and tighten Knob(22) 

 

Attach the Saddle(12) to the Horizontal Seat Post(11).

Attach the Handle Bar(16) & Computer Holder(25) to the Post Tube(18) use Screw(20) and 
Washer(21)
