In France, Decree No. 2019-1082 of 23 October 2019 on the
regulation of personal transport equipment (EDP) defines the following
traffic and parking rules applicable to them.
This decree defines personal travel equipment (or scooters) in the Highway Traffic Act as new categories of vehicles.
It defines their technical characteristics and their use on public roads. In particular, it provides for the equipment to be worn by the drivers of
these vehicles and the traffic areas where these drivers must and may travel in and out of urban areas.
In urban areas:
the user must use the bicycle paths. In the absence of bicycle paths, it can circulate:
- on roads with a maximum authorized speed of 50 km/h,
- on pedestrian areas, provided that you drive at a moderate speed (6 km/h) and do not disturb pedestrians.
Traffic on sidewalks is prohibited
unless authorized by the mayor.
Parking on sidewalks is permitted, provided that it does not interfere with pedestrians. However, the mayor may decide to prohibit it.
Use is also permitted on private roads (e.g., private property road, private residence driveway).
The user must be at least 12 years old and drive at a maximum speed of 25 km/h.
The machine cannot transport several people at the same time.
The driver must wear retro-reflective equipment in the event of traffic at night or insufficient visibility during the day.
The user of an electric scooter is required to have third party liability insurance. This insurance covers damage caused to others (injury to a
pedestrian, material damage to another vehicle, etc.). It is recommended to contact your insurer to, for example, adapt your home insurance
policy or take out a specific insurance policy.
Outside urban areas:
the user can travel on bicycle paths or greenways. Use is also permitted on private roads (e.g., private property road, private residence
driveway).
Traffic on sidewalks is prohibited unless authorized by the mayor.
Parking on sidewalks is permitted, provided that it does not interfere with pedestrians. However, the mayor may decide to prohibit it.
The mayor may authorize traffic on roads with a maximum authorized speed of 80 km/h. In this case, the user will have to:
- wear a helmet,
- wear retro-reflective equipment
- drive with the position lights on.
The user must be at least 12 years old and drive at a maximum speed of 25 km/h. The machine cannot transport several people at the same
time.
The driver must wear retro-reflective equipment in the event of traffic at night or insufficient visibility during the day.
