"Operation Complete" means that all commands prior to and including an *OPC
command have been executed.

Sending the *OPC? command and reading the result can ensure synchronization.
•
When you program the desired instrument configuration (by executing the
command string), using this command as the last command can determine when
the command sequence is completed (when the command sequence is
completed, the bit0 (OPC, "Operation Complete" bit) in the event register of the
Standard Event register will be set).
•
If you send *OPC after a command that loads a query response in the
instrument's output buffer (query data), you can use the “OPC” bit to
determine when the message is available.
