2. APN is not setup
Device is offline on APP

1. SIM card connects to a network
2. GPRS is enabled
3. SIM card may have exceeded monthly data/voice plan
Positioning is not accurate
Device may be indoors where the accuracy for LBS positioning is
around 200-500 meters.
