Except 9900 through 9999, the extension numbers included in General EXTN Groups can be used
to create mailboxes:

The system administrator can use the Mailbox Capacity/Language Administration menu

Internal phone users can create new mailboxes if Mailbox Owner Self-registration is allowed.

The Personal Don’t Disturb Greeting of a Bulletin Board mailbox is the Bulletin Board message.

DND-ON. The caller can dial to transfer the call, but cannot leave a message.
Special Mailboxes:
Special mailboxes (9900~9989) are used to store Special External Phone numbers and Remote
Switch Access numbers.
Stacked Mailboxes:
In an EVM-2X system, only the mailbox 9998 can be created for expanding the message storage
