Insert a single geofence of polygon type or circular type.

For polygon type, <Points/Radius> is the number of points which compose the
polygon geofence. The number of sets of [Lat1,Lon1] must be equal to the number of
the points of the polygon geofence. (Please define the coordinate

by clockwise
direction or counterclockwise direction)
For circular geofence, <Points/Radius> is the radius of the circular geofence in
meter. The only one set of [Lat1, Lon1] is the latitude/longitude of the center.

Modify an existing geofence which is identified by Group_Number and fence_id.
If not existed, the command returns error. The rest definition is the same as ADD
